The Devon Association and the Manchester University Guild were not represented.

1. Report as to membership and subscriptions:

The Hon Secretary (Mr C H Rogers) reported that 69 societies were affiliated to the Council, with 189 representatives. There were eight Life, one ex officio and 24 Honorary members. Subscriptions had been received from all affiliated societies, except the East Derbys. and West Notts. Association. That society’s subscription was thereupon received.

2. Apologies for absence:

Apologies were received from E Billings (Honorary member) and P J Agg, D Bleby, N E Booth, W Butler, M Herbert, Revd J M Hughes, A S Hudson, W H Jackson, D R McLean, A J Martin, Miss A M Phillips, R G Powell, Mrs E S Riley, M J Stone and B N Trowbridge.

3. Welcome to new members:

The President (Prof R J Johnston) welcomed new members present (indicated by * in the list of those present).

4. Losses of members through death:

Members stood in silence as the Hon Secretary read the list of former members of the Council who had died since the last meeting: F E Collins (Surrey A 1946-65, Honorary member 1966-80, and Life member from 1981 until his death), J D Clarke (Southwell DG 1957-71), J G A Prior (Ancient Society of College Youths 1975-77); E P Duffield (Essex A 1936-38); R S Anderson (N Staffordshire A 1948-74); G J Lewis (Hereford DG 1947-62); A F Burley (Truro DG from 1987 until his death). The Revd P Newing led members in prayer.

5. Election of Life Members

Mr F B Lufkin was elected a Life member on the proposition of J Armstrong, seconded by D Sloman.

The Revd Dr J C Baldwin was elected a Life member on the proposition of W F Moreton, seconded by P S Bennett.

6. Election of Honorary Members:

Mrs S Bianco, Messrs S J Coleman, R J Cooles, and M H D O’Callaghan and the Revd Preb J G M Scott were individually elected Honorary members.

7. Minutes of the previous meeting:

The Minutes of the meeting held on 31 May 1994, as published in The Ringing World of 17 February 1995, were adopted on the proposition of the Hon Secretary, seconded by B G Warwick.

8. Report of the Hon Secretary and Treasurer:

10. Motions:

(a) Office of Honorary Treasurer

On behalf of the Administrative Committee, M H D O’Callaghan proposed and M J Church seconded:

“That an office of Honorary Treasurer shall be created and that the Rules shall be amended as follows:

Rule 11(i) to read as follows (new wording underlined): ‘At the Annual Meeting next after each triennial election a President, Vice-President, Honorary Secretary and Honorary Treasurer shall be elected to serve for three years. In the event of the President, Vice-President, Honorary Secretary or Honorary Treasurer vacating office before the expiration of the three years, the ensuing meeting shall elect a member to fill the vacancy for the remainder of the period. The retiring President, Vice-President, Honorary Secretary and Honorary Treasurer shall be eligible for re-election at the expiration of their term of office. The President shall retire from the chair immediately a successor in office is elected, but the Honorary Secretary and Honorary Treasurer shall continue in office until the business of the meeting is concluded. All nominations for these offices shall be sent to the Honorary Secretary, signed by two members of the Council, not less than two calendar months previous to the meeting, and such nominations shall appear on the agenda paper.’

Rule 11(ii): Delete ‘and’ and insert ‘and Honorary Treasurer’ after ‘Secretary’.

Rule 14(iii) (a): Insert ‘Honorary’ after ‘and’, and delete ‘of the Council’.

Rule 16: Line 2 - Delete ‘and’, and insert ‘and Honorary Treasurer’ after ‘Secretary’.

Rule 18(ii): Delete ‘and’, and insert ‘and Honorary Treasurer’ after ‘Secretary’.

Rule 21: Delete ‘Secretary and’.”

The motion was passed.

(b) Affiliation fee

On behalf of the Administrative Committee, the Hon Secretary proposed and P W Gay seconded:

“That the affiliation fee be increased to £10 per representative as from 1 January 1996.”

The motion was passed.

(c) The Library

On behalf of the Library Committee, Miss J Sanderson proposed and J C Eisel seconded:

“That Rule 15(xiii) (Terms of reference of the Library Committee) be amended to read as follows:

‘To be responsible for the care and maintenance of the Council’s Library, to continue to build both a printed and manuscript archive, and to make its resources available to present and future users.’”

The motion was passed.

(d) The extension of principles

On behalf of the Methods Committee, A P Smith proposed and R Bailey seconded:

“That Decision (E) D.2 be amended by numbering the existing sub-paragraph (a) and adding the following new sub-paragraph:

(b) Where a principle has a distinct reverse, both principles shall have the same name, one with the prefix ‘Reverse’ in the title.

That Decision (E) D.4 be amended by adding the following new sub-paragraphs:

(c) For principles the relationship must cover an indefinite number of stages.

(d) The extension of the reverse of a principle shall be the reverse of the extension of the principle.

That Decision (G) be amended by adding the following new Part:

C. Extension of principles by an even number of stages

1. Formula

(a) The length of the division remains constant.

(b) Places at lead and any further places adjacent to them remain static with respect to the lead.

(c) Places at lie and any further places adjacent to them remain static with respect to the lie.

(d) Either all other places remain static with respect to the lead or all other places remain static with respect to the lie.

(e) Wherever the parent has a bell making more than two consecutive blows in the same position, this characteristic must be retained in all extensions.”

The motion was passed.

Adopted on the proposition of A J Phillips, seconded by A N Stubbs. A proposal that the names of the 38 members of the Truro Dio. Guild who fell in the First World War should be added to the Rolls at a cost not exceeding £100 was agreed.

14. Rescue Fund for Redundant Bells:
(RW 28 April 1995, p.452)

The report and accounts were adopted on the proposition of R J Cooles, seconded by M H D O’Callaghan.

15. Future meetings:

The invitation, previously reported, from the Lincoln Dio. Guild for the Council to meet in its area in 1999 was accepted.

16. Other business

(i) The President announced that the collection at the Corporate Communion Service that morning would be put to the Wilton bell fund.

(ii) P R J Barnes asked that requests to university societies asking for the number of members who had taken part in society activities during a year should be sent out at the beginning of the year in question.

17. Votes of thanks

On behalf of the Council the President warmly thanked the officers and members of the Salisbury Diocesan Guild and all others who had contributed to the success of the meeting.
